• Currently, six states — Bihar, Uttar Pradesh, Maharashtra, Andhra Pradesh, Telangana, and Karnataka — have a Legislative Council.
• Legislatures with two Houses (bicameral) have a long history in India. The Montagu- Chelmsford reforms led to the formation of the Council of State at the national level in 1919. Then the Government of India Act of 1935 set up bicameral legislatures in Indian provinces. It was under this law that a Legislative Council first started functioning in Bengal in 1937.
• Article 168 of the Constitution empowers the Legislative Assembly to create or abolish a Legislative Council by passing a resolution. The resolution has to be passed by two-thirds of the Assembly members. Then a Bill to this effect has to be passed by Parliament.
• Tamil Nadu, creating a Council has been a contentious issue for the last three decades. The AIADMK-led government in 1986 abolished the state’s second chamber. Since then, DMK has made attempts to re-establish the Council, and AIADMK has opposed such moves. The DMK’s manifesto for the recently concluded elections again promises the setting up of a second chamber.

• The Tamil Nadu government has decided to digitize papers regarding properties and assets owned by temples across the state — estimated to number over 44,000 — and make them available in the public domain, in line with a poll promise made by Chief Minister M K Stalin.
• Elaborating on the digitization plan, a government official said, numerous cases were pending in courts regarding temples. “We decided to digitize to the core,” the official said, adding that the task is mammoth, involving scanning of tonnes of land records www.chennaiiasacademy.com Vellore – 9043211311/411 Page 3 and Geographic Information System (GIS) mapping. “It will also help the government take action in case of illegal possessions and encroachments… The GIS mapping will help prepare digital models with 3D images capturing all the properties of a temple.”
• The digitization work will be overseen by Hindu Religious and Charitable Endowments Commissioner J Kumaragurubaran, who had successfully accomplished digitization and GIS mapping of about 34,000 acres of industrial land in the state to showcase the same for potential investors.

• Tamil Nadu Chief Minister M K Stalin on Wednesday ordered 30-day ordinary leave for A G Perarivalan, Rajiv Gandhi assassination case convict who is lodged in the Puzhal Central Prison here.
• Stalin, considering a petition from Arputhammal, mother of Perarivalan seeking leave on medical grounds for her son, relaxed relevant rules and “ordered the grant of 30-day ordinary leave,” an official release in Chennai said.
• Perarivalan, serving a life sentence, is among the seven convicts in the Rajiv Gandhi assassination case.
